DeAngela brings an extensive knowledge in operational effectiveness, IT modernization, and fiscal management within complex customer and mission-oriented organizations.

With 25+ years of public sector executive leadership experience in federal and state government and higher education, DeAngela is known for playing a critical role in strengthening operations at all levels. She has built a career on skillfully navigating sensitive issues, leveraging critical relationships, and strengthening organizational effectiveness for mission critical impact.  

 She recently served in dual roles as the head of two executive branch agencies for the state of Kansas at the Governor’s request- Chief Information Officer and Secretary of Department of Administration. Prior to joining state government, DeAngela’s time in higher education included leaderships roles at Stanford University, University of Missouri and the University of Kansas. She was able to leverage information systems to help drive data-driven strategies that improved enrollment and graduation rates across each institution.

DeAngela began her career as a Foreign Service Officer with the U.S. Department of State, serving in Guangzhou and Beijing, China; Pretoria, South Africa; and in Washington D.C., and was trained in Mandarin Chinese and French. Similar to her state experience, she had wide-ranging responsibilities at the federal level including IT operations and principal contracting and procurement.

DeAngela  holds a dual bachelor’s degree in international relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton University and a doctorate in education from the University of Pennsylvania.  She currently holds faculty appointments at the University of Missouri and the University of Southern California.
